Ho Chi Minh City, July 30, 2026 — On the afternoon of July 30, 2026, OneHealth Foundation and Hong Duc Hospital were honored to welcome a high-level delegation from the Cambodia Chamber of Commerce for a strategic meeting focused on strengthening healthcare, education, business and non-profit cooperation between Cambodia and Vietnam.

The Cambodian delegation was led by Neak Oknha Kith Meng, President of the Cambodia Chamber of Commerce and Chair of the ASEAN Business Advisory Council Cambodia. Representing OneHealth Foundation and Hong Duc Hospital was Dr. Nguyen Huynh Dang Khoa, Ph.D., Chairman of OneHealth Foundation and Vice Chairman and Chief Executive Officer of Hong Duc Hospital, together with representatives of the Foundation, the hospital and relevant partner organizations.

The meeting represented an important step toward creating a structured Cambodia–Vietnam cooperation framework through the HealthUnity Global Initiative, an international healthcare, education and social-impact platform initiated and coordinated by OneHealth Foundation.

An Integrated Healthcare and Education Ecosystem

During the meeting, Dr. Nguyen Huynh Dang Khoa introduced the integrated capabilities of OneHealth Foundation, Hong Duc Hospital Group and Hong Duc Medical College.

Hong Duc Hospital Group currently consists of two hospitals in Ho Chi Minh City, with a total capacity of approximately 700 beds. The hospital group provides medical examination, diagnostic, inpatient, outpatient and specialist services and is well positioned to support Cambodian patients seeking appropriate medical evaluation and treatment in Vietnam.

Hong Duc Medical College serves approximately 3,000 students annually and contributes to the education and development of nurses, caregivers and other healthcare professionals. The College is expected to play an important role in future Cambodia–Vietnam healthcare workforce development, professional training and academic exchange programs.

OneHealth Foundation is a Vietnamese non-governmental organization and Non-profit Fund supporting activities in three principal areas:

  • Healthcare;
  • Education; and
  • Environment.

Through this integrated ecosystem, the parties discussed opportunities to create practical benefits for Cambodian patients, businesses, healthcare institutions, students, professionals and communities.

Introducing the HealthUnity Global Initiative

A central topic of the meeting was the proposed cooperation between OneHealth Foundation and the Cambodia Chamber of Commerce under the HealthUnity Global Initiative.

HealthUnity Global Initiative is designed as an open and collaborative platform connecting Cambodia with a broad network of hospitals, specialist centers, medical colleges, universities, laboratories, rehabilitation facilities, elderly-care providers, digital-health companies and healthcare professionals throughout Vietnam.

The Initiative will not be limited to one hospital or one healthcare provider.

Depending on each patient’s medical condition, personal circumstances and treatment requirements, OneHealth Foundation will seek to connect the patient with the most suitable hospital, specialist or healthcare facility based on factors including:

  • Medical needs and clinical specialty;
  • Professional qualifications and hospital capabilities;
  • Availability of treatment and medical technology;
  • Patient safety and quality of care;
  • Affordability and transparency;
  • Geographic location;
  • Patient preference; and
  • Continuity of care after the patient returns to Cambodia.

Hong Duc Hospital Group and Hong Duc Medical College are expected to serve as founding healthcare and education partners of the Initiative, while OneHealth Foundation will continue expanding the network to include other qualified institutions throughout Vietnam.

Sponsorship of 500 Prostate Cancer Screening Packages

As an initial social-impact commitment under the proposed cooperation framework, OneHealth Foundation will sponsor prostate cancer screening packages for up to 500 eligible Cambodian beneficiaries following the signing and implementation of the Memorandum of Understanding between OneHealth Foundation and the Cambodia Chamber of Commerce.

The program is proposed to be implemented under the name:

HealthUnity Cambodia–Vietnam Prostate Cancer Screening Program

Subject to the final clinical protocol approved by qualified healthcare professionals, the screening package is expected to include:

  • Registration and medical-risk assessment;
  • Prostate-specific antigen, or PSA, blood testing;
  • Medical consultation or professional review of screening results;
  • Preventive-health guidance; and
  • Referral recommendations where further examination is medically indicated.

Priority may be given to Cambodian beneficiaries with limited access to preventive healthcare, individuals with relevant risk factors, persons referred by participating doctors, employees or family members of Cambodia Chamber of Commerce member companies and beneficiaries nominated through approved non-profit community programs.

OneHealth Foundation will act as the program sponsor and lead coordinator. It will work with participating hospitals and qualified medical professionals to establish the clinical protocol, beneficiary-registration process, screening schedule, data-protection measures and impact-reporting framework.

The Cambodia Chamber of Commerce is expected to assist with communication, beneficiary outreach, introductions to relevant Cambodian organizations and engagement with interested member companies.

The sponsorship will cover the approved screening package. Any additional diagnostic examinations, treatment, medication, hospitalization, travel or accommodation will be subject to separate arrangements and will not automatically form part of the sponsored package.

Cambodian Patient Support and Medical Referrals

Through HealthUnity Cambodia Patient Services, OneHealth Foundation proposes to coordinate a comprehensive healthcare-navigation pathway for Cambodian patients.

Potential support services include:

  • Receiving initial patient inquiries;
  • Collecting and securely transferring medical records;
  • Coordinating preliminary medical-record reviews;
  • Arranging medical second opinions;
  • Identifying suitable hospitals and medical specialists;
  • Scheduling appointments;
  • Coordinating estimated treatment plans;
  • Providing Khmer, Vietnamese and English-language assistance;
  • Supporting teleconsultation;
  • Coordinating post-treatment follow-up; and
  • Facilitating communication with referring Cambodian doctors.

The Initiative does not seek to replace Cambodian doctors or hospitals. Instead, it is intended to complement Cambodia’s healthcare system by connecting patients and local healthcare providers with additional medical expertise, diagnostic capacity, technology and treatment services in Vietnam when required.

Healthcare Education and Workforce Development

The meeting also explored opportunities for cooperation in healthcare education and professional development.

Through Hong Duc Medical College and other participating educational institutions, the HealthUnity Global Initiative may facilitate programs in:

  • Nursing education;
  • Caregiver and elderly-care training;
  • First aid and emergency response;
  • Infection prevention and control;
  • Patient safety;
  • Hospital administration;
  • Medical English;
  • Digital health;
  • Clinical-observation programs;
  • Faculty and student exchanges;
  • Continuing professional education;
  • Training-of-trainer programs; and
  • Scholarships for eligible Cambodian students.

The long-term objective is not limited to supporting Cambodian patients seeking medical services in Vietnam. The Initiative also aims to contribute to the development of sustainable healthcare capacity, professional knowledge and human resources within Cambodia.

Corporate Healthcare for Cambodia Chamber of Commerce Members

OneHealth Foundation also proposed establishing a HealthUnity Corporate Health Program for companies affiliated with the Cambodia Chamber of Commerce.

Potential services for participating companies and their employees may include:

  • Executive health examinations;
  • Employee health screening;
  • Cancer and cardiovascular-risk screening;
  • Preventive-health programs;
  • Medical second opinions;
  • Priority hospital appointment coordination;
  • Telemedicine;
  • Health education seminars;
  • Employee wellness activities; and
  • Cross-border healthcare support for employees and their families.

The program would allow Cambodia Chamber of Commerce members to access a coordinated network of qualified healthcare providers in Vietnam, rather than being restricted to a single medical institution.

Non-Profit and Community-Impact Cooperation

As an NGO and Non-profit Fund, OneHealth Foundation proposed working with the Cambodia Chamber of Commerce, its member companies and relevant Cambodian organizations to implement community-impact programs in Healthcare, Education and Environment.

Potential initiatives include:

  • Free or subsidized medical screening;
  • Cancer-awareness and preventive-health campaigns;
  • Maternal and child health programs;
  • Elderly healthcare;
  • Support for disadvantaged patients;
  • Community first-aid education;
  • Scholarships for healthcare students;
  • Medical-equipment support;
  • Clean-water and sanitation initiatives;
  • Environmental-health education; and
  • Sustainable healthcare activities.

Cambodian and Vietnamese businesses may participate as program sponsors, corporate volunteers, technical partners, equipment-support partners or long-term contributors.

OneHealth Foundation will be responsible for coordinating suitable program proposals, participating partners, transparent implementation, monitoring and social-impact reporting.

Proposed Memorandum of Understanding

OneHealth Foundation and the Cambodia Chamber of Commerce discussed the development of a Memorandum of Understanding to formalize their cooperation under the HealthUnity Global Initiative.

Under the proposed framework:

  • OneHealth Foundation will remain the founder, lead NGO, Non-profit Fund and coordinating secretariat of the HealthUnity Global Initiative;
  • The Cambodia Chamber of Commerce will be invited to serve as a strategic institutional partner in Cambodia;
  • OneHealth Foundation will coordinate hospitals, healthcare providers, educational institutions and professional partners in Vietnam;
  • The Cambodia Chamber of Commerce will facilitate introductions to Cambodian businesses, healthcare organizations and relevant stakeholders;
  • The parties will jointly promote healthcare access, medical education, corporate-health programs and community-impact activities;
  • A HealthUnity Cambodia–Vietnam Working Group will be established; and
  • A 90-day initial action plan will be developed following the signing of the MOU.

The proposed working group will coordinate the 500-beneficiary prostate cancer screening program, identify suitable institutional partners, develop healthcare and education projects, engage potential sponsors and prepare a longer-term cooperation roadmap.

A Shared Vision for Cambodia and Vietnam

Speaking at the meeting, Dr. Nguyen Huynh Dang Khoa emphasized that the HealthUnity Global Initiative is intended to create a sustainable and inclusive platform rather than a relationship limited to one hospital, one project or one commercial transaction.

“Our vision is greater than medical tourism. Through the HealthUnity Global Initiative, OneHealth Foundation seeks to establish a trusted bridge through which healthcare services, medical knowledge, education, technology, responsible investment and non-profit resources can move between Cambodia and Vietnam.”

“We respectfully invite the Cambodia Chamber of Commerce, Cambodian healthcare institutions, businesses and relevant stakeholders to participate in this platform. Together, we can improve access to healthcare, develop human resources and create measurable social impact for the people of both countries.”

The visit concluded with a shared interest in advancing practical cooperation and developing an implementation framework that can deliver early and visible results.

The proposed sponsorship of 500 prostate cancer screening packages will serve as an important initial demonstration of the HealthUnity Global Initiative’s commitment to preventive healthcare, cross-border cooperation and community well-being.
